    To indict you have to present a case which, if unrefuted, would be sufficient to convict. It doesn’t mean proof beyond a reasonable doubt. Well, the guy was impeached. Please note that impeachment is political, not really factual. George W. Bush and Dick Chaney have never been impeached and they are really criminals in multiple senses of the word.
